A harbour operations centre does not watch two ships. It watches everything inside the port limits at once — 148 vessels here, under way, at anchor and alongside — and it runs a movement sequence over all of them. That is what makes the surface worth attacking, and it is why the whole port is on screen rather than a single encounter.

One contact is redrawn: position, heading and speed, on an inbound laden tanker. The three together make an unremarkable picture of a vessel standing off to the south waiting its turn, and they put it forty-two minutes late. Nothing else is touched, and the other 147 contacts carry exactly what the sensors reported.

Then the page's own movement sequencer does its job. It sees a deep-draught inbound holding an exclusive fairway transit, three tugs and a tidal window slip by forty-two minutes, and it re-plans the port around the gap: pilot boardings re-ordered, berth windows re-cut, departures released early, the tidal window given up. Forty-seven movements, all correctly derived, all derived from one false input. The planner is not attacked and does not fail, and a watchkeeper approves the result because every step of it follows from what is on the screen.

That ratio is the finding. A single altered value on a surface that feeds an automated planner does not stay a single altered value.
